Jourdan Stickler works in the space between promising research and real-world deployment. As Solutions Analyst at Decisions Oriented, he identifies promising emerging technologies, aligns them with mission requirements, and helps move them into deployable solutions. That includes contributing to the standup of an early zero trust, data-centric information-sharing environment built on attribute-based access control, giving mission partners a secure way to collaborate across organizational lines.

As a professional in the Maryland tech corridor, Jourdan is engaged in the state’s growing quantum ecosystem, working at the intersection of government, academia, industry, and technology. He connects Maryland’s research and innovation strengths with practical approaches to governance, cybersecurity, workforce development, commercialization, and mission adoption, helping position the state to translate its quantum leadership into sustainable economic and national-security outcomes.

Jourdan’s background as an Agilist adds another layer to transformation and modernization initiatives: translating mission and business needs into actionable capabilities, aligning stakeholders, and enabling iterative delivery. That skill set matters most in complex and challenging emerging technology initiatives like zero trust and quantum, where organizations have to balance innovation, security, interoperability, and operational readiness.

Experience

Jourdan has been with Decisions Oriented since 2019, progressing from Market Analyst to Agile Implementation Specialist to his current role as Solutions Analyst. Across that progression, his work has centered on agile and waterfall program delivery for complex government IT initiatives, with an increasing focus on zero trust systems and quantum ecosystem strategy.
