Secret and Below Releasable Environment (SABRE) Program
Mission: build a modernized cloud-based platform capability using data centric security architecture that enables sharing of mission-critical operational data
MPCO was tasked with the implementation of the Secret and Below Releasable Environment (SABRE), a mission partner information sharing environment built to share and collaborate with the US Department of Defense and our allied partners from other nations across the globe (totaling 52 agencies and countries). The effort required the integration of 32 unique vendors’ products into an expandable data center footprint built with security and flexibility in mind. The program was struggling to begin implementation and experiencing schedule delays so the MPCO program Lead requested the Prime contractor to use Agile Delivery and Implementation Services to get the development effort organized and going to support the development. Decisions Oriented was contracted to institute our proprietary Agile Delivery methodology, promoting technical coordination and collaboration across teams and product lines to incrementally deliver value quickly.
- The customer needed to produce its MVP capability by May, and it was February.
- The engineering team was struggling to get organized for development, and were 6 months behind in the delivery of the MVP capability.
- The program had no schedule or delivery roadmap, and the customer and prime contractor were taking heat
- The program had no SDLC structure
- Upon arrival, discovered and assessed the work, team dynamics, product owner involved, and requirements clarity
- Establishing and implementing the appropriate agile methodology based on the nature of the work, team maturity, and strength of requirements definition.
- Establishing the initial battle rhythm based on scrum two-week iterations, to get the team transitioned to estimating and continuous delivery of work deliverables.
- Coached the product owners on methods to produce objectives and milestones for Increment Delivery.
- Established SAFe ceremonies and a 6-week Increment Release cycle and a continuous delivery cycle within 4 weeks of arrival
- Within 2 weeks coached and facilitated the program in establishing a delivery roadmap and schedule for MVP delivery within 6 months.
- The engineering teams experienced on average an 85% percent completion rate without bugs on all work activities per iteration. Agile target average is 80%
- Using agile flow based metrics, development releases became much more predictable,MVP was delivered within 6 months on schedule.
